To ask the Chief Executive to report to this Committee on the findings of the
recently concluded noise mapping report, in particular in relation to Patrician Villas
off the N11?
Reply:
The Environmental Noise Regulations 2006, Statutory Instrument 140 of 2006
Regulations give effect to the EU Directive 2002/49/EC (END) relating to the
assessment and management of environmental noise. Under these, Local Authorities
are required to review and revise, if necessary, Strategic Noise Maps and a Noise
Action Plan every 5 years.
The END emphasises that maps are strategic in nature and are not to be used to
determine noise levels at a certain location. Any noise bands outlined on one of the
strategic maps would need to be validated through sound monitoring/assessment at
the location.
A report on Strategic Noise Maps and a Noise Action Plan will soon be brought to the
DĂșn Laoghaire and Dundrum Area Committees. It should be noted there is currently
no funding mechanism or commitment of funding from TII to retrofit existing
National roads with noise mitigation measures such as barriers etc.
