To ask the Chief Executive if there is an SLA(Service level agreement) between the Council and the ESB Networks covering the time frame for the connection of power to newly installed pedestrian traffic
lights?
Reply:
There is no SLA between the Council and the ESB. However, there is a process involved in
getting a safe electricity supply. The process covers the design and construction of the new
traffic signals including the ducting to the ESB supply, the administrative procedures for future
billing, and obtaining a RECI Cert (Registered Electrical Contractors of Ireland).
This process, particularly the RECI Cert, is safety critical. The ducting is underground and
therefore invisible. Consequently, the process is more complex than appears.
As with many sectors of the economy, there are staff and skill shortages in the Council, the
Council’s contractors and the ESB. There are severe demands on the ESB regarding new
developments (both residential and commercial) and new windfarms.
All the above leads to delays in turning on new traffic signals. The Council and our contractors
will continue to work with the ESB to speed up the process.
