LOCAL AREA PLANS

Question:

Councillor M. Baker

"To ask the Manager to advise the current status on each of the Local Area Plans being conducted by this Council? In each case what is the next stage and when will this be reached?"

Reply:

Introduction

Bringing draft LAPs to Area Committees and Council, before the 6 week public consultation period, is a courtesy measure and not part of the Section 20 legislative process. We will endeavour to keep Councillors informed before going out to the public with drafts of LAPs.

WOODBROOK SHANGANAGH (main author Jane O'Donoghue, Executive Planner)

This LAP was adopted by Council subject to amendments at the Council meeting of 13th November 2006. The text and map of the LAP have been altered to take account of these amendments. The amended LAP will shortly be available for sale.

KILTIERNAN (main author Julienne Brown, Executive Planner)

The draft LAP was on public display from 12th December 2006 to 30th January 2007. Some 710 submissions were received. These have been studied and responses made and a Manager's Report was sent to Councillors on 6th March. The draft LAP and Manager's Report was on the Dundrum Area Committee agenda on 26th March and is headed item no. 8 on the Agenda for this

meeting.

STILLORGAN (main author Tracey Flanagan, Senior Executive Planner)

The Stillorgan Land Use Transportation Study (LUTS) and the Stillorgan grade separation study have both been completed and incorporated into the Draft LAP. The Draft LAP was presented to the Management Team Meeting on 13th March. The Draft LAP will go on public display for 6 weeks beginning 23rd April, 2007.

GLENCULLEN (main author Jane O'Donoghue, Executive Planner)

The Glencullen LAP is almost completed and will be presented to the Management Team in mid April. It will go on public display in late April for the statutory 6 week period.

DEANSGRANGE (main author Audrey McGrath, Assistant Planner)

There is strong local demand for the Deansgrange LAP following the recent adoption of the Monkstown Ring Road proposal, the start of the construction of the Lidl development at Deansgrange crossroads and the application for the Statoil redevelopment. Preliminary work on the draft LAP was done some time ago. This work will now be added to and a draft LAP should be available in early May 2007.

CHERRYWOOD (main author Mary Henchy, Senior Planner)

Work is proceeding on the text of a draft LAP. A Draft LAP will be brought to the Management Team in April, 2007 for consideration and to progress outstanding issues.

SANDYFORD ESTATE URBAN FRAMEWORK PLAN (Urban Initiatives)

London based consultants Urban Initiatives were appointed on 1st February 2007 to undertake an Urban Framework Report for the Sandyford Industrial Estate, Central Park and South Dublin Business Park areas. The consultants began work on 27th February. The study was publicly announced on 6th March inviting comments up to 5pm Friday 23rd March from stakeholders and others. The consultants have met with stakeholders for the first public consultation on 20th and 21st March.

It is also hoped to have a progress presentation and feedback session with Councillors on Wednesday 9th May, followed by another round of public consultation on 10th May. The study will take three and a half months and should

be completed by 13th June.

Other LAPs and Urban Structure Plans (USPs)

It is hoped to have substantial progress on the above Plans before undertaking others. These others will include Blackrock, Old Connaught, Ferndale and Goatstown.

A Blackrock draft Urban Structure Plan will be written (main author Niamh Fleming, Executive Planner) which will take cognisance of potential developments over an extensive area from Dunardagh to Blackrock Park and from Carysfort Avenue to the Baths. This USP will be ready by June 2007. Old Connaught LAP and Ferndale LAP will be drafted when the Glencullen LAP is complete. Goatstown LAP will be done after the Sandyford Urban Framework Plan.
